Vega: Vertically oriented quantitative legends

It would be nice to have quantitative legends that are vertical instead of horizontal. In some chart, we could save a lot of space.

Agreed. In fact, I was already secretly planning to add this in the next minor release version. Hopefully some other additions to legends, too!
