When I attempted to install the widescreen fix, i pasted the scripts folder in as well as the dinput8.ual next to the SPEED2 file. I also installed some car mod, NFSU2ExtraOptions, and I'm using the universal widescreen patcher. If it makes any difference, I installed the game onto an external hard drive. When I installed it, the mod seems to not effect the game at all? I'm pretty sure i patched the game correctly, but I just followed some guide and I'm not really sure.
Am I doing something wrong? Am I missing a step?

Based on the last modified date of dinput8.dll, you're either using a very outdated widescreen fix or you've overwritten the dll with the one that comes with ExtraOptions.
Download the widescreen fix: https://github.com/ThirteenAG/WidescreenFixesPack/releases/download/nfsu2/NFSUnderground2.WidescreenFix.zip
Extract the archive, then move the scripts folder and dinput8.dll to your installation folder. Always use the dll from the widescreen fix, and always download it directly from here.

That would definitely cause issues with the widescreen fix. You can only use one or the other.

Apparently I had something else downloaded and that broke some thingies, as well as the UWP.
I uninstalled UWP and reinstalled the mod with the link you sent and it worked very big nice.

idk if you gonna see this, but its not working for me either
for some reason there is 2 black bars (bottom/top) and the image keeps stretched, any suggestions?
i just downloaded the files from the link you sent to him and dropped into the game folder and it simply doesn't work, doesn't matter the res i pick ingame
