Wet-boew: Question: mandatory header elements

My group is in the process of developing a data portal using the Canada.ca theme. I've been told that the theme and topic menu are deprecated or soon will be. Based on the documentation, it seems like they are still required for standard sites. It's not clear if this page is up to date though.

Part of my confusion stems from the fact that the newest version of the static-header-footer (bootstrap-4) doesn't include the theme and topic menu, whereas the older one (bootstrap-3 does). Is the bootstrap-4 file only intended for campaign and transactional sites?

That bootstrap 4 files are only a draft for the moment. The bootstrap 3 files are still currently the reference implementation of the content and IA spec.
