Signal-desktop: YouTube link previews don't work

The problem is back with youtube previews in the latest version 1.28.0

This is a server-side issue with our proxy, but I'm ok with tracking it here. TL;DR is that we're being rate-limited by YouTube.

I have the same issue in an inconsistent patterns in both the desktop and Android versions: sometimes it would work, other times it wouldn't. I was thinking of a censored connection, but running behind a VPN wouldn't fix the issue.

A reminder, from up-thread. Unless you're seeing different behavior between your devices, this is a known server problem.
