Scratch-gui: Issues found in Bug Hunt on 10/5/18

• [ ] Saving a project on scratch.ly using “Save now” is taking a long time for a simple project (4 blocks) -- the project is running while attempting to save (connected over VPN)
  Then, stopping the project and attempting to save again renders an empty drop down menu below the costume/sound tabs: @kchadha
  
• [ ] On project page: when you type too much and create the “Title too long” error, I think we should restrict them from typing any more.
  (This could maybe work like the “0 characters left” error we are considering for comment fields.)
  Otherwise the error tooltip persists and they don’t get feedback on how to correct it… and it’s unclear if their changes are saved. @kathymakes
  
• [ ] Error focus state should have an orange box shadow @kathymakes
  
• [ ] When you click on direction field in the target info pane, the direction selector doesn’t pop up @fsih

Inspired by how much bigger the tooltip is in the second screenshot, I feel it would be helpful UX if the further over the limit you went, the larger the "title is too long" tooltip became, until it filled your entire screen
