   install material-theme-plugin
3. Third step
   restart EAP

This issus occurred on IDEA, pycharm, clion(what I am using)

when I disable the plugin from the setting, title bar comes back.

I've issued a hotfix that disables the titlebar altogether. I've created a PR to fix the titlebar, and I hope they'll merge it, but anyway it would not be available until the next release of JDK11

@yyyreal If you disable "Themed Title Bar" and then restart WebStorm, it won't overlap.

Experienced this same behaviour today on Intellij IDEA CE 2019.2, found the fix to be similar to the fix mentioned above, but I couldn't change the Themed Title Bar setting in Preferences as it was greyed out. The fix was to toggle it under the Tools heading, then restart Intellij.
