I was able to replicate this on a self-hosted site, and a WordPress.com site.
Using Safari Version 12.0 (14606.1.36.1.9)
I expected the same behavior as other browsers like Chrome, where clicking the form field label results in a blinking cursor appearing to indicate you can backspace and/or type in the label area.

Clicking the form field label does not show a blinking cursor, but instead, acts like you are clicking on the form field itself. There is no visible indication that you can edit the form field label, and it is almost impossible to do so, unless you highlight the form field while holding down your mouse button, and press backspace while you are still holding down the mouse button.

A quick note that I was able to reproduce this as well with Safari.

I can reproduce as well, and it seems limited to Safari. Moving this to the wp-calypso, where the block is being developed.
