I would assume that the majority of users of your theme don't have a bazillion projects to showcase. At this scale it's sufficient to link all projects in the front matter of a single file. If the data set grows I would suggest users to make use of Hugo's data file feature. They allow you to outsource the project metadata in separate files which are easier to handle.
