Hugothemes: New Theme: Dream Plus

I've created a new theme named Dream Plus which is a revamped version and somewhat an update to the Dream Theme.
Please add this to the list. If there are any errors, please let me know, I'll correct them.

@digitalcraftsman Is there any way for me to update the theme commit shown in the hugo themes list? I'd like to know because I keep adding stuff quite often to my theme.

The tl;dr verison is that it's not possible for you to update the theme yourself.

All themes are added as Git submodule which is just a reference to a commit in a different repository. This references have to be updated and be committed to this repository. Any new commit triggers a rebuild of the theme site.

However, the theme list (i.e. the commit references) will be updated usually once a week. Unless there are some important bug fixes or something alike I would like to keep this rough schedule.

As an alternative I opened an issue (see #259) that could automate the updates. With this in place I wouldn't mind to speed up the update cycle.
