Hugothemes: New theme: Hallo

Hi! I've created a new theme called Hallo, which can be used as a single page personal introduction page with links to your social media accounts. As such the theme (for now) cannot contain posts. I have therefore included an empty example site with only a config.toml included. This works like a charm on my pc; I hope it works with the theme site as well! If not, let me know what I can do to help fix it. Thanks a lot!

Theme submission

Before submitting a theme please make sure you've read the README.md. It describes in detail what information are needed and which requirements have to be fulfilled for the submission. The check list below can help you.

• [X] in case my theme is using Hugo Pipes features like toCSS and PostCSS that I have committed the /resources directory with all generated assets, for my theme to work in the basic version of Hugo
