Zulip: Tooltips on recipient bars

Currently in the headers for messages showing what topics those messages are under, there's a datestamp that says "Apr 25" or whatever. It's be nice if, when I hovered over this, it showed the day of the week, the full month name and the year.

Updated the title to use the name "recipient bar", which that's what we call them in the development community :).
