Www.rust-lang.org: Broken link on "Code of conduct" page

Hi, on the Code of conduct page (https://www.rust-lang.org/policies/code-of-conduct) the link to the "Citizen Code of Conduct" seems to be broken or that page are not working.

Thank you for your issue! I've also found a related issue on https://github.com/rust-lang/rust/issues/57402 I think we can replace the link with the GitHub version mentioned in it if anyone wants to make a small PR.
