Wp-calypso: Enable signing up for paid newsletter option after payment

Description

With #42272 shipped, customers can now sync email subscriptions with a recurring payment plan making it possible to use the premium content block to send paid subscribers premium content via email.

Currently, the way we have this set up is if some checks this checkbox as they are making payment, they will be added to the email subscription (essentially email notification of new posts) for this site:

That checkbox is easy to gloss over and we don't have an easy way for folks to enroll in email subscriptions after the fact.

Expected

There should be a way for subscribers to enroll in email updates after they have paid for a subscription.

That's where it currently sits. It may get pushed out if other projects take longer than a single cycle.

Just that this is a setting for the end-user subscriber. We give them a WP.com account if they don't already have one just so they can manage their subscriptions. You might touch base with @artpi to see if he has any recommendations on where to place this.

The language and location here looks great @JanaMW27.

I recognize that it's a common ios pattern to float a toggle to the right for easy thumb access, but our house-style since we span both desktop and mobile is to locate toggles directly adjacent to their form labels (in this case 'Exclusive member updates'). Would you mind doing an iteration that moves the toggle to the left?

Looks great. I think this makes aligning with the label easier/more obvious too.
