Wesnoth: Should "system default language" obey the minimum translation percentage?

If the "system default language" is used then this can activate a translation that is too incomplete to be displayed in the translations list. Should this happen, or should it fall back to English instead?

Context: investigating issue #4692, although my next task is to ask the author of that issue how the language was selected.

Replication:

  • pt_PT is 67% translated, and can be recognised by having "Editor do Mapa" on the title screen
  • pt_BR is 94% translated, and can be recognised by having "Editor de Mapa" on the title screen
  • set the language in the GUI to "system default language"
  • run Wesnoth with LANG=pt.UTF-8 and LANG=pt_BR.UTF-8
  • note that the pt.UTF-8 instance is showing the 67% translated language

The replication steps will change slightly if #2558 is fixed.

I think it would be preferable to fall back as well.

However, I also believe it would be ideal to have an option in the UI itself to reveal and opt into using incomplete translations rather than requiring messing with the game's command line or data files.

My vote would be to fall back.

Actually, I have noticed that translation in 1.14 is much worse than it was before. It's already at .9 and even such basic thing as tutorial has several messages in English.

I think it would be preferable to fall back as well.
