Does problem disappears if you restart Telegram? Did you just run it and nothing else? AFAIK there is (or was) problem with GIF. Telegram had high CPU usage after watching GIFs.
On my laptop Telegram takes 0% CPU and ~150MB ram.

It disappears, but for a short time. After 10-20 minutes Telegram starts consuming CPU again.
It isn't related to #3987 or #3687 (it does not require any specific action to start consuming CPU), and I not sure whether it related to #3640.
@makkarpov Try building telegram system-Qt, all the files are in here: https://aur.archlinux.org/packages/telegram-desktop-systemqt/ (wich is a fix for me)
I have the same issue with Telegram from telegram.org. I think it could be something with Intel Graphicssolutions. Because it happens on both of my intel only laptops, but not on my AMD machines.
