I expect to be able to promote any member of a group to admin, not only if this person is in my contact list. This is how it works in the Android app, where I can promote any member of the group to admin through the context menu in the member list btw.
I can only add people from my contact list to admins. Even if they are not member of the group! (then they get added to the group with admin status)
apparently affects iOS too
What version do you use?
@mxa Yes, currently if a user is not your contacts list you can search them by their username only in the admin adding dialog box :(
@auchri 0.10.25 alpha, you may remove the label waiting for answer
@john-preston I confirm that this works. So functionality is there, but UX is weird. I want to pick admins from the members of the group, not my contacts (which might not be members of that group).

Android and Webogram too :(
@stek29 yes, on Android, if you go to Group -> Edit -> Admins -> add Admin then you are looking at your contacts. But at least there is a better way on Android: Directly in the member list, long tap on any of the members to promote them to admin. This direct way is missing in the desktop app. IMHO right click on one of the names in the members list should open the context menu, but instead it does the same as left click: opening the profile of that person. It's an UX problem.

is this issue still valid?
(i cant check as i can't fulfill steps for reproducing the issue).
There is now the possibility to just right-click on any member of a group and "Promote to admin". (so, no. Issue is not valid any more)
