Spoke: Feature Request: Search Canned Responses

It's painful to have to scroll thru a list of canned responses, especially when the list is long.

Describe the solution you'd like
There should be search box that filters the list of canned responses to the ones that match the search.

[Edit] The search box will only appear if there are more than N canned responses.

+1 to this and I'm going to suggest in a separate issue that there be keyboard shortcuts for frequently used pre-written responses.

@arena is this UI design up-to-date and ready for dev?

I'm not sure what the process is here. Do we need sign-off from anyone?
I'll start putting it together anyway, and if I need to iterate on the design, we can do that. What I'll start with is
On desktop browser:

• focus begins in the search box
• The user can still scroll and click to select as they did before
• As the user types, the list below is refined with the top item selected
• Up/Down arrows move the highlight (Do we have a style for highlight?)
• [Enter] selects the highlighted item

On mobile:

• User has to tap on the search field - keyboard pops up
• As user enters characters the list if refined
• The user can scroll through the refined list and find the entry they want
• The user taps on the item they want, even if they're refined the list to a single item

The Warren version has this: https://github.com/Elizabeth-Warren/Spoke/blob/master/src/components/CannedResponseMenu.jsx and I might be adding it to PR spoke soonish.

If you'd like to inspect the figma file it is here in the design brief, and if I get time I'll add a finishing touches section and mention details like this that didn't make it into the first release
