Signal-desktop: PIP or "Mini-window" not pinning to top over other active applications

Bug Description

When using Signal Desktop and after initiating a video call meeting with a contact(s). When a user minimizes the live video feed into the PIP or the "Mini-Window", we noticed that the PIP / "mini-window" does not pin to top over other applications if a user selects another application other than Signal Desktop. Is this expected behaviour? Shouldn't the PIP window sit on top of all active application. If this is indeed is intended behaviour then is there a option __(Feature Request)__ to pin the PIP to the top of all applications as per my Community post situation that occurred

Steps to Reproduce

  1. On a desktop machine (a compatible Linux, Mac, Windows) open a program/application of your choice i.e. Excel, Libre Calc or GIMP and leave it open and maximized (application no. 1)
  2. Now open and maximize the Signal Desktop program (application no. 2)
  3. Signal Desktop application should now be the top most active window.
  4. While in Signal, initiate a video call with a contact in your contact list (see screenshot 1)
  5. The Video and Camera feed window opens, click the green "Start Call" button (see screenshot 2)
  6. Once video call is active and live, click the "Minimize Call" icon (see screenshot 3)
  7. The PIP or "Mini-window" opens up in the top right corner minimizing the initial Camera/Video feed. (see screenshot 4)
  8. Now select application no. 2 to make it active and on top

Actual Result:
Notice how the PIP minimized video feed or "mini-window" doesn't stay on top once a person moves into another application. Is this expected behaviour? (see screenshot 5)

Expected Result:
I would have expected to have the PIP or "mini-window" to always pin to the top over other applications while in a live video call. Also note that the "mini-window" is quite small. Is there any chance of making it bigger or making it so a user can make scale it, by dragging a selected corner. __Feature Request:__ Is it also possible to have "Show/Hide Camera feed" and "Mute Mic" buttons (see screenshot 6)

Signal Version: v1.39.6

Operating System:

Observed accross Windows, Mac and Linux. In my own case it was Ubuntu 20.04

I don't think this is a bug. I think it is designed like that, in order to be able to see text messages while in a call. Nevertheless, what you describe is a feature I also want.

This exists in discord and I use it every time I am on a call there. More specifically, whenever I need the screenspace we just hang up on signal only to move to discord.

This is working as intended, so I'm going to close this issue.
