Signal-desktop: Set spell language independently of locale settings

Reading through some of the previous issues, it seems that the spell language for the text-input field is set by checking the locale settings on Linux.

This is obviously not a good solution for most people since the locale settings often do not reflect the language in which the user is communicating. Furthermore, having to configure the locale settings for a single conversation seems extremely impractical as the user may have multiple conversations with people of different nationalities.

I suggest implementing an alternative to the current solution, where the spell language is set by the user through the application interface.
