I was added as translation member on transifex. Still nothing to translate @ Signal Desktop 鈽癸笍. So I translated some Support Center strings. BUT I came to the same out-of-sync problems: There is a troubleshooting topic about the microphone and camera permission on desktop which mentions the still untranslated setting. I have a weird feeling to translate the help text first and later someone translates the real app setting string 馃お Isn't that vice versa normally?

Strings are automatically pulled from our development branch. Whenever we release a beta, we push to development.

Confirmed. v1.37.1 still contains some untranslated strings (German), examples:

@scottnonnenberg-signal Was the new/updated messages.json (electron) file published late on Transifex? Is this the problem? The community of 200+ German translators normally translate within 1..3 days. If the strings are pulled automatically - there should be some days to translate and review.
Can't see a history/revisions of transifex source file updates. Last update of the messages.json (electron) file was on Oct 15th 2020, 18:15 - completed 100 % translated and reviewed some hours ago. Less than 2 days.
Looking here, the last time (at the time I'm writing this) translations have been pulled from Transifex into the code base was on 2020-09-22, i. e. 26 days ago. That's true for both master and development branch.
Edit: That's not really surprising, since the last commit updating translations is also from 26 days ago
I don't know if this is the right issue to post this on, but I've found that there are a lot of missing translations in the spanish locale, its pretty much entirely in english save for a few seemingly random strings. Yet in Transifex it says that the translation is complete.

I'm on Windows and I can choose spanish from various other countries. Choosing any latin american spanish apparently makes Signal use that other abandoned Spanish.
Seeing as there is only one English that covers all variants. Could Signal perhaps use the current complete spanish translation whether spanish is the current system language? The differences between variants isn't that big.
Alternatively I could do the Latin American Spanish translation. But then again it would be almost identical to the current European Spanish one.

As I live currently in Peru I understand the problem. Perhaps the Spain Spanish could be a temporary replacement until the LATAM regional localizations are at 100 %?
