Shell: Crashes when opening a window with fractional scaling in Wayland

Issue/Bug Description:
When using fractional scaling with Wayland, there is a full crash (Cannot even go into a TTY to do a sudo reboot) when opening any window with tiling on.

Steps to reproduce (if you know):
Enable fractional scaling on gnome on Wayland
Install pop-os shell and open a window with tiling on

Expected behavior:
Window tiles without crashing
