Secret-hitler: 6p/9p should be rebalanced (optionally): 6p 1R already enacted, 9p 1B already enacted.

Right now everyone hates playing 6p games, this should make it more balanced (+fascist).

In this ticket 6p games start with a fasc policy already enacted.

I am going to

• make this an option in creategame (default: on) and
• make a new tier of game stats logging winrates for this.

where you can opt into testing it out by using a toggle and auto makes a lobby with only 6p allowed and has the free fas card | and/or only 9p allowed with free lib card
