Powertoys: Add a "coded by" in the settings

When you click on "atom community" it leads to the contributors site.

I would love to see something like that on PowerToys like on the first settings page at the end

Also can I just build Microsoft.PowerToys.UI.Settings project to see the changes?

💗 should be able to be rendered just fine. Just because the RESX editor can't render it doesn't mean WinUI can't.

Set UI.Runner as the default project, F5 and ignore the dialog prompt that comes up to test
