Powertoys: [PowerToys Run] Add filter flags for what gets searched

📝 Provide a description of the new feature

Examples (not exhaustive; will be adding as they appear):

1. Search local disk only.
2. Search Programs list only.
3. Search open windows only.
4. Search current virtual desktop only.

Personally, I'm looking forward to setting it to (2, 3). (1, 2) as a combo is already somewhat covered by the Windows Menu search. Although PT-run usually finds _way_ more results from my local disk, it's also very prone to freezing up or nearly crashing when it has to do so. And a combo of (2, 3) would already be extremely useful until stability can be reasonably improved :)

I can really see how (2,3) would be useful. I either want to find github desktop already opened, or start it.

It would require:

1. Adding a new key filter for those two
2. Adjusting search priorities so the window was always on top

The first is pretty trival to do. I don't really understand how carefully priorities are tuned. In principle, I think I can just change numbers, but it might mess up some grand scheme of things.

4 is interesting idea, but out of scope for the PR (that is referenced here) - that sounds like a real modification to the window walker. But if someone added that feature to window walker - sure!

I am currently waiting for input/direction on #6129. Once its status is understood then we can see if we want to add things like above here.
