Powertoys: Powertoys-Run does not find self built and installed programs

Environment

Windows build number: Microsoft Windows 10.0.18363
PowerToys version: 0.18.1
PowerToy module for which you are reporting the bug (if applicable): Powertoys-Run

Steps to reproduce

I have 2 applications installed built using visual studio 2019 and published using the built in publish flow. these were then installed on the machine using these publish options.
One application is built using UWP and the other with WPF
the WPF application in start is a appref-ms shortcut, the UWP program is a regular UWP app from start.

In start menu search, both are found by name as the first option in results.
In powertoys-run neither are found with any search parameters

Expected behavior

Installed programs on the local machine are found in powertoys run

Actual behavior

applications built and installed using the publish tools to VS2019 do not appear in powertoys run

yes , both were installed long prior to the installation of powertoys and remain installed.
they can only be found while they are running, and only show a generic application icon in the search through powertoys

This has been fixed in 0.18.2. appref-ms shortcuts can now be found (PR - #3969 ). UWP apps in development mode fix has been made in PR #4217- This will be available in the next release.Thank you!
