Powertoys: FancyZones should allow maximized Windows to be moved to a zone

Environment

Windows build number: Version 10.0.19587.1000
PowerToys version: v0.16.1
PowerToy module for which you are reporting the bug (if applicable): FancyZones

Steps to reproduce

  1. Configure FancyZones to "Override Windows Snap hotkeys"

  2. Choose "Grid" as Zone layout

  3. Maximize a Window using Win+Up. Window is then maximized.

  4. Try to move the Window to the left zone using Win+Left

Expected behavior

Window is moved to the left zone.

Actual behavior

Nothing happens.

No, this issue is about not being able to zone a window if it's maximized.

I was about to write a new issue but I believe it goes here:
For games and other windows that run in maximized mode, the window remains maximized and does not resize to fit max zone size.

I would prefer that if I "maximize" a video in a fancyzone, that it stay within the context of the fancy zone. Are we saying the same thing?
