Open the zone editor on a multi-monitor system. Note that i have both landscape and portrait monitors on the same system.
The zone editor will create overlays over the multiple monitors to allow you to create zones.
The editor overlay is locked to the primary active monitor, cannot be dragged to other monitors, and doesn't allow rule creation for anything but that active monitor.
I was surprised that this was not supported but can understand that a first release would target a simple use-case to get one screen working before adding additional screens. Unless the developer who created this only works on one screen...
I also ran into the same issue this morning and fiddled with things. For me disabling Use new Zone editing experience (Preview) allowed me to set up zones on my other monitor.

@cramer-corey I disabled it and was able to see zones on my other monitors, but it still would not let me edit them. Were you actually able to add more zones or change the layout?
@mwootendev Oof, I communicated improperly sorry for that. It didn't allow me to edit them directly, no. What I did was create the layout that I wanted using my primary monitor and then applied it to the secondary monitor with the disabled preview.
