what do you mean by "multi label support" - do you think of the occurrences bookmark feature (see discussion on #1941)?

This is called "Multiple-Document Interface (MDI)".
There are no plans to change Notepad3's _Single-Document Interface_ (SDI) to MDI like Notepad++.
