Notepad3: Title Bar and Menu Bar flicker on rapid typing

Notepad3 (x64) v5.20.916.1 beta
Windows 10 Enterprise 1909 x64

With a pristine install, there is a noticeable and distracting flicker occurring with the app's title bar and menu bar. This does not occur with versions 915.1, 915.2 or 915.3.

Screen capture below, but it is more noticeable than the capture suggests.

Feel free to test the "BETA/RC" version "Notepad3Portable_5.20.917.2_beta.paf" or higher, see below or issue #1129.

• Notepad3Portable_5.20.917.2_beta.paf.exe.7z -s

"Notepad3Portable BETA/RC paf" version can be used with or without ".7z" extension.
To update "Notepad3 Setup" version with the latest features/fixes from the "BETA/RC" version, see issue #1105.

Referencing issues #2818 (margin colour) and #1811 (dark mode), as they seem to have interrelated symptoms.

Sorry for the inconveniences, the DarkMode feature is quite complex, since it is not intended for the good old Win32 UI of Notepad3. I hope, PR #2852 will get things right now for all combinations of Win7/Win10 and Light/Dark Modes 🤔
The crash on Win7 x64 is not found yet 😞
