Notepad3: notepad3 open some asni coded *. bat as utf-8 or gb-18030

When opening bat files encoded by Asni with notepad3
Random decoded as UTF-8 or gb-18030

"clean windows tray'

• Notepad3 v2395 "Out-of-the-Box" --> showed in statusbar: GB-18030
• Notepad3 v2395 "OTB", UCHARDET in Debug Mode:
  UCD=GB18030, 99% (reliable), showed in statusbar: GB-18030
  For this file Notepad3 and UCHARDET have correctly Chinese Simplified detected... 👍
• Notepad++ v7.7.1 "OTB" --> GB2312 (Simplified)

"Del USB drive System...'

• Notepad3 v2395 "Out-of-the-Box" --> showed in statusbar: UTF-8
• Notepad3 v2395 "OTB", UCHARDET in Debug Mode:
  UCD=Windows-1252, 63% (reliable), showed in statusbar: ANSI (CP-1252)
  For this file, Notepad3 and UCHARDET have incorrectly Simplified Chinese detected because there are NOT enough Chinese characters (only 5 chars ! ).
  Adding more Chinese characters and the detection becomes correct! 🤔
• Notepad++ v7.7.1 "OTB" --> ANSI

My recommendation for problematic files is:

• Clean the list of "Remember Recent Files" :
  Settings --> Remember --> "Unchecked" Remember Recent Files
• Recode your file to Chinese Simplified:
  File --> Encoding --> "Recode to GB18030 (10th line from top)
• Set again "Remember Recent Files": Settings --> Remember --> "Checked" Remember Recent Files

... and use the development beta version (release version has problem with local ANSI code-page ...).
