Matterbridge: IRC /me appears as normal message to Telegram

This is the same as #1132, I think they should appear as *<message>* or maybe in cursive.

Which is similar to how a few irc clients currently display it

I just noticed that I never clarified the "maybe in cursive here", only at Telegram.

What I mean to suggest is for a /me does something from other protocol to come to Telegram like: *does something*. This issue is a bit opinionated though.
