Lila: Additional Options for Swiss Tournaments

Add the following optional fields to the "New Swiss tournament" screen:

1) Password
2) Minimum rated games
3) Minimum rating
4) Maximum weekly rating

This is for cases when there are multiple concurrent tournaments, each representing a section (Open, Under 1000, Under 500, Beginner, etc.). Parents of scholastic players tend to get confused when there are multiple events.

Note: This functionality already exists for Arena tournaments.

Also add the option for a tiebreaking game instead of Sonnebon-Berger.

Minimum/maximum rating especially makes sense as it is easier for a club to run all their tournaments from one team instead of having to police a bunch of teams for all the different rating ranges.

Another desired option - can we also add opening variants (themes) to swiss like in the Arena? Our org's main instructor would love this feature.
