Kibana: The time picker is miss-aligned with breadcrumbs/title

This probably regressed somewhere in 7.x

I'm not sure I'm following. Everything is in the same place, it's jus that the breadcrumb "Clusters" has moved to the top nav:

That's true, but because the breadcrumbs used to be on the same row (not advocating putting the time picker there) it adds a noticeable amount of vertical space to the overall app.

Let's re-open and discuss this further. It's lower priority but something we can think about
