Id: Nominatim lookups failing for some parts of Brooklyn

A user in #osm IRC reported that they were not seeing the address field. This usually means that the Nominatim service is down (see #4198) but in this case the service is up and responding wtih "unable to geocode".

The query is here:

And it works ok without the zoom=13 parameter:
https://nominatim.openstreetmap.org/reverse?addressdetails=1&format=json&lat=40.5868726&lon=-73.9718928

Maybe that part of Brooklyn is too near the coast and at low zooms, Nominatim picks a location in the ocean? Needs investigation..
