Enterprise: Disabled pager buttons cause page refresh when clicked

Describe the bug

Any disabled buttons on the pager when clicked fire the default action, which causes the angular application to reload.

Notes on fixing this issue

To Reproduce in NG

Clone the ids-enterprise-ng repo

npm run build:lib
npm run start

Navigate to http://localhost:4200/ids-enterprise-ng-demo/datagrid-standalone-pager

Click on either the "First Page" or "Previous Page" buttons on the pager (which are disabled).

Expected behavior

No action should be taken when clicking on disabled buttons.

@clepore This issue should be fixed in EP. Can you move it please? I can see the buttons are still actionable even though the link is disabled.

Note: We should not break the functionality that the tooltip shows on the disabled buttons. This is part of the reason i think that they are still actionable.

@clepore May I know current issue status? Is it being fixed?

@Xiaohei0315 its not assigned at the moment. I placed it in next months sprint as this has been brought up a few times now. So we can fix it in the next few months.

@tmcconechy - any update on this - I am getting application issue on this fault.

Moved it to high but scheduled for next month. We might be able to pick up for 4.21 tho if someone finishes earlier.

Moving to done, can't QA the NG side but it's working as expected as per pull request. Tested this http://4210-beta1-enterprise.demo.design.infor.com/components/button/example-disabled-button-tooltip.html and still working as expected.
