Client: Withdrawal window in Finance app closes without opening a vote

Describe the bug
I am attempting a withdrawal from an organization and instead of opening a vote the withdraw panel is closing immediately and not doing anything else.

To Reproduce
Steps to reproduce the behavior:

1. Go to Finance app in an org you are a tokenholder of
2. Click new transfer
3. Go to the withdraw tab and try to send ETH to 0x1b20E2DB04aB8Cc889fd26aA3bd2309132aBDb2f
4. Notice that the withdrawal panel closes right away without opening the vote

Expected behavior
I expect the Finance app to open a vote to approve the withdrawal.

Additional context
The address I'm trying to send a withdrawal to is a different org's Finance app address. Withdrawals are currently working for EOAs.

@john-light Could you try to reproduce? It might've been something with Metamask being unlocked or not being granted access?

@sohkai were you not able to reproduce? The address I am attempting to withdraw to is 0x1b20E2DB04aB8Cc889fd26aA3bd2309132aBDb2f. MetaMask is unlocked (as seen by the "connected" icon in the video) and privacy mode is deactivated. I just tried again and was able to reproduce.

Ok this issue has come up again, this time in a Finance app when trying to withdraw MANA tokens:

I am using Frame, on the correct test network, Ledger unlocked, and when I attempt a withdraw of 100 MANA the withdrawal window closes with no error, no vote.

Edit: I just tried again on Chromium with a different account, using Metamask. Same issue as above.

Edit 2: Also withdrawing ETH doesn't work either still. The address I am attempting the withdrawal to is a normal EOA Metamask address.

Edit 3: If I try withdrawing ETH or DAI on an older organization on mainnet, it works. So the issue might be with the newest frontend release, or some dependency that the newer staging organization is using that the older mainnet organization is not using.

@john-light Should have mentioned this in the chat; this is a known issue for 0.7 and we're on it :). The previous problem is not related to the current issue, though :(.

Withdrawals seem to be working now on all browsers and with all Ethereum providers tested. Thanks for the help @sohkai :+1:
