Brave-browser: "Unable to send your tip, please try again later"

Description

There is 40 BAT in my wallet.
I can't send a tip to any website. If I try to send a tip to a verified publisher, I receive the message "Unable to send your tip, please try again later." This has been happening for a few days.
If you send a tip to an unverified publisher, it says "thank you"... but the tip does not actually get sent, and wallet balance does not change.

This happened to me also - I suspect others have ran into this too. With the new Uphold integration (and 2 way wallet), you may want to try the following:

• Go to brave://rewards/
• Click the green "wallet verified" box that shows up
  
• Choose Disconnect from Brave Rewards
• The button turns from Green to Gray
• Click the button again
• 2 way wallet will attempt to reconnect
• You should now be able to tip just fine

If this is indeed the bug you all have hit, we have it captured with https://github.com/brave/brave-browser/issues/5884. It happens when you try to donate more than 100 BAT in a 2 month period. I believe newer wallets have been upgraded to a 250 BAT amount, but still it's not a good experience

I'm getting this in WIndows 8.1 with the latest version 1.2.43 and I haven't donated anything in Jan from this browser. Hence it can't be because I donated more than 100. I'm not verified on Uphold so @bsclifton's suggestions doesn't apply. I tried disabling and re-enabling Rewards (and restarting after each change too) but that changed nothing.

My Windows 10 machine works fine, no errors after tipping the same websites. Same for my Android Brave browser.

In addition to my report above, I now tried to verify the wallet with Uphold. I clicked "Verify Wallet", it took me to Brave then Uphold which gave a green banner saying the wallet has been verified, and I can see a "Brave rewards" red card as well as a "BAT Account" card on Uphold.

However, they both show 0 balance. The browser shows 11.7 BAT. Also, the browser still says "Verify wallet" at the top. I restarted the browser, refreshed wepage, etc ... to no avail.

Any thoughts?
