Brave sync extension is not available in brave extensions list

Steps to Reproduce

1. Launch bravebeta 0.58.11 with clean profile from CLI BraveSoftware/Brave-Browser-Beta/Application/brave.exe --show-component-extension-options
2. Open brave://extensions

Actual result:

Brave sync extension is not available in brave extensions list

Expected result:

Brave sync extension should be available in brave extensions list

When launching from terminal with /Applications/Brave\ Browser\ Beta.app/Contents/MacOS/Brave\ Browser\ Beta --show-component-extension-options Sync is not displayed:

you have to setup sync chain first. sync extension can be loaded only when you connect to a sync chain
