Aarogyasetu_android: [Feature] Create a slack channel to communicate

Open sourcing this project was indeed a bold move by the developers as this is something that I feel can create a good impact to our country.

I can see a huge response and as of right now I can see 100+ issues and 50+ PRs. It is already a mess. This number is only going to increase from here on out. I believe a slack channel or any similar collaboration tool is necessary to coordinate this and enable the maintainers, contributors, policy experts and other stakeholders to communicate and bring out changes, along with the proper use of many GitHub features.

This was effectively done in two occasions in Kerala, during the 2018 floods and recently for covid19.

Developers should also add CONTRIBUTING guidelines to streamline issues and PRs.
