Wp-calypso: Atomic: hide the Akismet privacy banner from the plugins screen

Atomic sites see this banner under the right conditions:

Could we incorporate any needed language into our dotcom terms of service / privacy policy so that customers could be opted in and we could programmatically hide this banner?

It obscures and complicates the installed plugin screen UI, especially since we control Akismet.

I'd prefer if we kept these separate. If it's particularly distracting we can attempt to show one admin notice at a time, but I'll defer to @jennyzhu for requirements

Had a quick chat with @jennyzhu and the intent here for the Akismet and privacy banner was more informational rather than a legal requirement. Eg, we wanted to bring this to the user's attention and let them pick. It wasn't meant to be a permanent thing.

Overall I think we can remove this notice, and see if we need any follow up updates in other areas.

Alternatively we could take the notice out and migrate the updated language to a support page or wherever the permanent setting will live for folks that add this in down the road. Really just a matter of what’s easiest for us.
