Wp-calypso: Gutenberg: Opt-out missing on help icon

With an older user, on a non FSE site, I noticed that the "Switch to Classic" button is missing in the help area. There's still an option on the more menu in the Editor.

Just a heads up for whoever picks this up, the code for this on the frontend currently lives here:

It'd be nice to put those checks into the isOptInEnabled selector or even on the backend.

Backend please, see PCYsg-hNB-p2 for context. We can probably at least clean up the check @noahtallen noted above since FSE is targeting a different set of themes.

This has been fixed somewhere along the way, no longer an issue.

yay, cleaning up code resolved an old issue!
