On the stats page, if you hover over a bar, it's supposed to show more information in a box. However, for some Windows 10 users on Chrome, the hover box isn't showing up. _Edited to add: It's happening on touch screen laptops/devices running Windows 10, possibly other Windows too_.
It's a tricky/stubborn issue to replicate - you either have this issue on your computer or you don't. User is reporting it on their laptop. I can confirm on a computer with with Windows 10, Chrome as well.
But on another Win10, Chrome machine, the hover text shows up fine.
Not being able to find what's causing that specific style to not show up on some machines.

I can't get a hover box to show up in staging on Firefox Developer Edition 58.0b14 (64-bit) and production on Chrome 63.0.3239.132. I'm on a Windows Insider build of Windows 10. Toggling uBlock didn't help.

This seems to be happening on all Windows (10) touchscreen laptops/devices. Both Chrome and Firefox are affected.
A large percentage of regular Windows laptops are touch these days. I can't find current numbers but even way back in 2013, it was 1 in 10 sold and I suspect that it's increased significantly from then due to pressure from Microsoft. This means I bet it's impacting a significant chunk of our users.
