In 25672443-hc the chatter shared how they feel that the labels are scaled at full 8.5 x 11 and are being shrunk down on their 4x6 label printer.

Another early adopter of DHL (Overkill Solar) reported a similar issue to me.
Merchant: My thermal printer has trouble printing the labels, is there any way to get them in ZPL format?
Me: That format is not available. You can print 4x6 labels. Could you share a bit more about what is the trouble you are having? Is it the quality of the printing using a pdf?
Merchant: It allows me to select DDP service, and the label format is compatible with my printer.
One update on this: we looked into the file formatting and don't see any quality issues with the generated PDFs. We're planning on testing this against some different label printers to see if the resolution capabilities of the printers are acceptable for the DHL Express labels. DHL fits a lot of text on their labels, so it may be pushing the resolution capabilities to the limit

I am one of the people to reported low label quality issue but I am printing usps labels not DHL so it may not be an issue with pushing the resolution capabilities to the limit since usps does not populate as much info as DHL.
A user in 3767595-zen is reporting quality issues with a Zebra ZP 450 4x6 label printer, printing our USPS labels.
They say ShipStation labels print perfectly. They have no issues on an Epson, but using it wastes label stock so they wish to use the 4x6 printer:
