Windowscommunitytoolkit: No release tag for 6.1.1

Version 6.1.1 is available on nuget, but it is not tagged here. Also there is not changelog because of the missing tag (or I could not find one)

@AtosNicoS Correct it isn't tagged here because the latest major release we have is v6.1. v6.1.1 does not count as a major release and was a patch therefore the tag is not listed among all the major releases. There is a rel/6.1.1 branch that you can utilize. Hope this helps 😊

Thanks for the issue @AtosNicoS, our GitHub integration with our release pipeline has been broken as well, so we've done everything manually for a while and we haven't generated notes for our patches (as it's usually just fixing something that was causing something not to work the way it was intended - like causing a build failure when being consumed).

It's on our list of things to fix for our upcoming 7.0 release, we're trying to get our whole pipeline in order. 🙂

I'll use this for tracking the general issue for our own purposes for 7.0. Thanks!

I was able to get the generator to work again on our main repo for our last preview release here: https://github.com/windows-toolkit/WindowsCommunityToolkit/releases/tag/v7.0.0-preview4

Hopefully this should be resolved moving forward now!
