Windowscommunitytoolkit: Add Control to Crop, Resize and Rotate Image.

It would be very helpful to have control to crop, resize and rotate image.
I hope someone will look into it.

IMO that might be a good start. We aren't creating new bits in toolkit but making existing functionality simpler for all. Windows 10 by default ships with the Photos app so we could try and discover ways to make other things easier.

I think a general helper that lets you have the bounding box handles on an object would be useful. It could cover this scenario, but also others for shapes or designers and such. Then the implementer can decide what to do with that input (resize or crop the manipulated object).
