Weechat: Keybase integration

I'm not sure how feasible this is, but I would love to be able to use weechat to communicate via keybase chat.

It's not IRC, and its API is probably a moving target, but currently their only chat client is a big, bulky GUI.

Even more relevant since the roll-out of keybase teams... I'd love this feature too!

I started a plugin that will wrap keybase chat api into weechat. This is in a really alpha stage but PR are welcome and really appreciated because I can't spend a lot of time developping this.
