Webogram: Telegram web often pops up three blank chrome notifications

After enabling chrome notifications for telegram web, it often pops up three blank notifications, especially after opening Android client. This bug happens in my two different laptops, and exists for a long time (may more than two months)
Chrome version: 60.0.3112.50 Beta
Operating System: Windows 10 Pro 1607 and 1703 (64-bit)
Android client: Telegram 4.1.1(1030) for arm_v7a (official client)

Can it also be reproduced in Chrome on Mac?
Have you enabled "Message preview" setting in user settings?

Just keep all default settings in Telegram Web (with Message preview option on), allow Telegram Web send notifications in chrome. Then open Telegram client on Android, sometimes nothing need to do, sometimes just tap into some chats, then chrome will pop a blank notification from Telegram (maybe after one or two minutes). If you close your chrome, and open Android client several times, you may get more than one blank notifications after opening chrome again.
Not tested on chrome for mac.

I confirm, that the issue has been reproduced in Chrome (60.0.3112.113) on Mac OS (El Capitan).
I'll try to prepare a pull-request during weekend.

This issue happens when one receives a message from a user whose notifications have been muted.
Please look into this!
