@erlangp has a good point, @jcameron - the entire http://webmin.com site (and http://virtualmin.com , and http://cloudmin.com ) should force https:// on all pages, just as https://github.com , https://cloudflare.com , and every other reliable internet-infrastructure related site does today in 2020, to prevent a man-in-the-middle attacker from injecting malicious links and infecting user systems with malicious downloads.. Clear text http:// is unsafe in this day and age.
