Web: Add meta tags to improve Gitcoin SEO

User Story

For better Seach optimization and discovery of Gitcoin, we need to improve on the meta tags and canonical links in the various different pages of gitcoin. The aim of this issue is to add/modify <title> tags and <meta name="description"> tags to various different links to improve the SEO of those links and pages.

Following is a list of links with their expected title and meta description: Spreadsheet
Please add or modify accordingly

Why Is this Needed

To improve the SEO of the pages.

Expected Behavior

All the pages and links mentioned in the above mentioned spreadsheet should have proper titles and meta descriptions based on the given data. The blocks mentioned in red are dynamically generated pages. So for a page like https://gitcoin.co/funding/details?url=a the title should be <Issue Title for corresponding URL> + "Bug Bounty | Gitcoin">

Definition of Done

• All the static and dynamically generated pages should have the titles and descriptions as mentioned in the spreadsheet.
• Some of the pages where only canonical link is said to be needed, add canonical links for the same based on the information provided.
• For dynamically generated pages, check for all the different conditions that the title and desciption appear based on the given format for different values.

One thing I'd add to the definition of done: The current cards.html and cards_pic.html shared templates should be re-used/updated
