Web: Build Quickstart Screen & Tidy Up Funder Flow

Description

As a funder, I would like a seamless funding experience that:
a) begins with suggestions on what's a good fit for issues on Gitcoin.
b) a cleaned up flow that shows relevant information at each phase of the bounty process ( creation, review, approval).

Definition of Done

• Designs are implemented for the quickstart screen.
• User has the ability to opt to not see this again (we will show all users once)
• User can click to view the video inline (via lightbox). Use this video URL https://medium.com/gitcoin/tutorial-post-a-bounty-in-90-seconds-a7d1a8353f75
• User has the ability to close the video

• The quick start screen is stitched together with #429, and any necessary cleanup or resolve any conflicts from #429 so that the flow is functioning seamlessly.
